This deck needs A LOT of work:
You do not need 2 eye of the typhoons and 3 nimbus men, 2/3 nimbus men is fine if that's how you plan to win. In general even nimbus man or eye make bad cards because malefic cyber end dragon is a much better beater considering you'll always have your field. You're also missing Kristya which is another way for cloudians to actually win. You don't need hand destruction, mallet, and reload. You should just run 3 upstarts and 2/3 dualities since cloudians are a control based deck which don't ss much. Updraft is a very slow card especially since your build won't keep cloudians on the field for long (you tried to xyz) 3 terraforming and 3 sanctuaries are a bad choice, 3 zeraldias and 2/3 field would work better because if you already have a field then zeraldias becomes a beat stick which you desperately need.
Main Deck Synergy: 6/10
Meklords are a wonderful tech but eye is completely dead and has no use in the deck most of the time.
Side Deck: 0/10 -
You're side deck is just an extension of your main deck with the cloudians vanilla. There's no point for that, if you feel you didn't need them once why would you add them midgame?
Extra Deck: 8/10 -
The extra deck is understandable but you need exciton and castel. Those are basically mandatory in any deck that makes rank 4's.
Notes on Deck:
Add malefic cyber and kristya, remove the reload n hand cards for upstarts and duality. Rethink your win conditions and your play style as a whole, play them for control instead of xyz.

Well the deck wasn't very good to begin with but when you went for an xyz knowing i had so much backrow you could have just stalled out with your field and monsters instead of losing cowboy. You also shouldn't have just wasted d-prison on a token.

Can't ss ghostfog and didn't actually read sandayu's token effect.
Control of the Duel: 0/10
It was just completely one sided, there wasn't a single time during the duel where you had a monster on the field. Your deck was limited to 1 summon every turn and no cards to maintain them or keep control.
